The 84th Legislature will heat up next week, with 29 Committee Hearings scheduled as of today.

Something must be done to break up the monopoly over the K-12 government school programs and something must be done for inner city students wishing to escape a failing government school campus. Very few Texans will oppose these goals but it is the devil involved in the details of such plans that draw opposition. Many are hoping that school vouchers or grants will solve the failing government policies.
What most parents don’t realize is that choice in government education already exists under Subchapter B of the Texas Education Code, “ASSIGNMENTS AND TRANSFERS”. Students can, and do, transfer from the campus serving their residence to another campus within their school district. They also transfer to another district, and even transfer to a district in a bordering U.S. state. This occurs most often in rural Texas without significant incident. When the 84th Texas House of Representatives opens for business at noon on Tuesday 
January 13, 2015 the first order of business will be to elect one member (out of 150 members) to serve as the presiding officer of the Texas House; the House Speaker (a.k.a. the gatekeeper of legislation to be passed). A simple majority vote is required (76 of the 150 members).
Is it a coincidence that within the past week, 42 of the 98 
Republicans in the House have signed pledge letters to vote for 3-term incumbent Rep. Joe Straus as Speaker and not for Rep. Scott Turner? Turner announced his intent to run for Speaker against the incumbent Straus this summer. One could suppose these recent pledge letters are a coincidence.

Smoke & mirrors can fool the best citizen activist but, sifting through the smoke and splintered facts with patience can uncover the truth. Taking a statement out of context, and quoting one section of the Texas Transportation Code can claim just about anything a director of the Department of Public Safety may wish to claim, but the truth is found when the entire Code is read, especially when legislative intent is examined.
The current Director of the Texas Department of Public Safety was allowed to 
write a brief article in a Dallas paper on Sept. 3, 2014, attempting to “clear up any misconceptions related to the legality of the expanded fingerprinting process within Texas driver’s license system”, claiming DPS authority by quoting three words from the Texas Transportation Code; “thumbprints or fingerprints”.
