HB 10 (cousin to SB 10) – How to Make “School Safety” WORSE!

HB 10 Creates the “TEXAS MENTAL AND BEHAVIORAL HEALTH RESEARCH INSTITUTE” granting 13 university departments of Psychiatry access to school students for “training of students, residents, and fellows in connection to a research effort” to “Research mental & behavioral health related to:
A. Physical, structural, chemical, electrical or genetic causes of behavioral health
B. External factors
C. Physical factors
D. Public health trends
E. New treatment, therapies, Rx, medical interventions
F. child-adolescent psychiatry
G. mental and behavioral health issues in children with an intellectual or developmental disability

HB 10 (15 pages) use of these terms…

HB 18 – Implements mental health assessments and programs through numerous amendments to Texas statutes (39 pages), amending the …
1) Education Code,
2) Health & Safety Code,
3) Penal Code,
4) Government Code,
5) Human Resources Code, and
6) Civil Practice and Remedies Code …
…To facilitate the “transfer to the Education Code certain Health and Safety Code provisions relating to
1) “research-based practices regarding mental health promotion and intervention,
2) substance abuse prevention and intervention, and
3) suicide prevention for implementation in public elementary, junior high, middle, and high schools”.

HB 18 places the TEA, HHSC, and regional service centers in charge of implementing these and future rules.

HB 18 grants authority to school districts to employ or contract with one or more nonphysician mental health professionals.
Nonphysicians in this instance includes:
A) a psychologist,
B) registered nurse with a master’s or doctoral degree in psychiatric nursing,
C) social worker,
D) licensed professional counselor,
E) licensed marriage and family therapist.

HB 18 adds to the ED Code, the permissible categories of services for schools to provide…
1) treatment for mental health conditions; and
2) treatment for substance abuse.

HB 18 REMOVES the requirement that the list of programs and practices be made easily accessible on applicable websites.

HB 19How to Make “School Safety” WORSE!
HB 19 vests the Commissioner of Health and Human Services with authority over the MENTAL HEALTH AND SUBSTANCE USE RESOURCES FOR SCHOOL DISTRICT PERSONNEL; a program utilizing the Texas Education Service Centers to implement training, curriculum, and counseling

HB 19 (5 pages) uses these terms…

HB 19 moves our schools farther away from classical core academics that made our country great in the 20th Century, and increases the “social emotional learning” programs that are detrimental to the American family.  HB 19, like its cousins (SB 10, HB 10, HB 18, and HJR 5) proposes to expand Big Pharma by supplying our school children as their lab rats.

HJR 5 TX Constitutional Amendment to issue DEBT to expand the market share (profits) and fund Big Pharma’s research on our children’s behavioral health issues. HJR 5 is mentioned in HB 10.

Our State government has adopted the Stockholm Syndrome where they, as captives of the Pharmaceutical Lobby, identify with their captors; not their constituents, not their campaign platforms, not the Texas Republican Party Platform.

Contact your Texas House Representative.  Tell him/her to VOTE NO to any bill that allows ANY mental health assessments of our precious children on a school campus!
