Nov 5, 2013…Nine Proposed TEXAS Constitutional Amendments

Hot off the press….
Nine (9) propositions will appear on the Nov 5th ballot, in the attempt to amend our state constitution  [this has been done every 2 years since 1879]

Below, you can find 2 state legislative produced documents that outline the 9 propositions that you will be asked to vote on this Nov 5th. Before you read, please understand who is directing the narrative on these 2 publications:

These are the very people that wrote the bills and managed to pass them. As you read, you will see more details are attributed to the “supporters” than the “opponents”. Read them very carefully and do some research. It’s only your money they are spending.

Prop 6, addresses new water financing in Texas. The Legislative Budget Board would oversee these changes and how low the balance in the Economic Stabilization Fund can go (Rainy Day Fund). Do you know who the LBB is?

SJR 1 (3rd Special Session):
Another proposed amendment to the Texas Constitution passed in the 3rd special session. This proposal has to do with funding transportation needs, but through negotiations to get the proposal passed in both chambers, this constitutional amendment was worded to be on the 2014 ballot, and not to be included with the 9 propositions coming up this November 5th. This proposed amendment also affects the Economic Stabilization Fund (Rainy Day Fund). As you will see when you read the 2 documents listed earlier in this article, Prop 6 already proposes to tap that fund for “water” needs. This author was told that the “water people” didn’t want the “transportation” amendment on the same ballot. That might actually make the voters scratch their head and study the ballot. What do you think?

 WHAT’S ON THE NOV 2013 BALLOT?
• An exemption from ad valorem taxation for surviving spouse of a member of the armed services of the United States who is killed in action, and
• Also for partially disabled veteran or the surviving spouse of a partially disabled veteran if the residence homestead was donated to the disabled veteran by a charitable organization.
• Eliminating an obsolete requirement for a State Medical Education Board and a State Medical Education Fund, neither of which is operational
• Rules on reverse mortgage loans,
• Extending the number of days that aircraft parts that are exempt from ad valorem taxation,
• How Home Rule Cities fill vacant legislative seats
• Repealing a hospital district in Hidalgo County
• Expanding the State Commission on Judicial Conduct’s sanctioning authority
• Amend lender disclosures and other requirements in connection with a reverse mortgage loan.
